Jeffery B. Kozero, PE
Founder and CEO
Jeff graduated from the Pennsylvania State University with an engineering degree and is a licensed Professional Engineer. Over the course of his career, Jeff has started and grown an architectural/engineering firm from a local DMV presence to a National Footprint. In addition, Jeff has started and managed various real estate development companies that have provided development, design and construction related services. These projects resulted in over 12 million constructed square feet and valued at over $2.9Billion. Jeff has now created 407 Associates to become a complete design/development/management company.
Alexis R. Norman
Interim CFO
Alexis R. Norman is the Founder and Principal of ANI Accounting Solutions. As a solo practitioner, the company leans on the experience of its principal, as well as partners in the field, and brings over 20 years of professional experience to its clientele in the fields of finance and accounting.
Alexis is a graduate of Trinity University in Washington, DC, where she earned a bachelor’s degree in business administration before becoming a licensed certified public accountant (CPA) in Maryland, where she works and now resides. Her experience in the field is extensive and spans multiple sectors including construction, legal services, MedTech, nonprofit, and public relations.
Elaine Hui

Elaine Hui is the Chief Administrative Officer at Mainstreet407, leveraging over 20 years of design, construction, and project management experience in the utility industry. She is highly regarded for her expertise in leading complex State Highway Administration (SHA) and County projects.
Bridging the gap between technology and operations, Elaine specializes in enterprise-wide change management, successfully guiding teams through the implementation of GIS and AS8. Holding a degree in Urban Planning and GIS from the University of Waterloo, she blends her spatial data expertise with a strong focus on utility construction design and exceptional customer service.
Jack Porat
Head of Construction
Jack has been working in the construction industry since 1985, beginning his career as a painting contractor before transitioning to general contracting in 1992. Over the decades since, he has built broad, hands-on expertise across both commercial and residential construction. As Director of Construction at 407 Associates, Jack oversees the firm’s commercial and residential projects, working closely with subcontractors and clients throughout every stage of the project.
Maklin Vaquerano
Director of New Home Design & Construction
Maklin Vaquerano serves as the Director of Design and New Homes at 407 Associates, bringing more than 20 years of experience in architecture, construction, and project management. He holds a Bachelor’s degree in Architecture and a Master’s degree in Financial Administration, with his academic credentials evaluated and recognized in the United States. Maklin leads the design and coordination of new residential projects while overseeing architectural planning, construction documentation, code compliance, and permit approvals. His experience also includes residential and commercial renovations, structural coordination, and multidisciplinary collaboration with engineering teams. He works closely with clients, consultants, and local jurisdictions to deliver innovative, practical, and code-compliant design solutions from concept through construction.
